Publication policy

Privacy, redaction, corrections and the right of reply.

VergeOverrunUK is intended to document public safety concerns and organisational decision-making while avoiding unnecessary publication of personal information about uninvolved people.

Last updated: 1 August 2026

Working standard: Publish the minimum information needed to explain the public safety issue, the institutional response and the remedy sought. Keep unedited evidence private unless disclosure is necessary and proportionate.

Who operates the site

VergeOverrunUK is an independent public-interest campaign site.

The site is operated by the campaign publisher responsible for vergeoverrun.uk. It is not a council, developer, regulator, law firm or claims-management company.

External case submissions are not yet open. A dedicated campaign contact route will be published before wider public submissions are accepted. Until then, sensitive evidence should not be sent through public social-media comments.

Contact route

Corrections, privacy concerns and responses.

Named organisations may provide factual corrections, relevant documents or a formal response using the correspondence route already active for the relevant case, or the dedicated campaign contact route once published.

Residents preparing future cases should keep original evidence private and create redacted public copies before any submission.

Privacy notice

What information may be received and why it is used.

Case material may be received from residents, named organisations, publicly available documents and correspondence supplied for case review. It may include names, contact details, property locality, photographs, video stills, complaint references, organisational correspondence and chronology notes.

The purpose is to assess and publish evidence-led summaries about reported verge overrun, pedestrian safety concerns, public-body decision-making and unresolved developer or council responsibility.

Lawful basis and safeguards

  1. Limited publication may rely on legitimate interests in documenting public safety concerns and institutional accountability.
  2. Contributor material may also rely on the contributor’s clear instruction or permission to review and prepare a public case summary.
  3. Before publication, the campaign should consider whether the same purpose can be achieved in a less intrusive way.
  4. Unnecessary personal information should be redacted or kept in the private evidence bundle.
  5. Requests for correction, objection or removal of unnecessary personal information will be reviewed on their facts.

Sharing and retention

Public pages should contain only the redacted public record.

Redacted case summaries may be published on this website. Material may also be shared with technical helpers, legal advisers, journalists, regulators, public authorities or named organisations where necessary and proportionate for the case purpose.

Private evidence should be retained only for as long as it remains needed for the relevant case, correction process, legal issue, public-interest record or safeguarding purpose.

Rights and complaints

People can raise privacy or accuracy concerns.

People may ask for correction of inaccurate information, object to unnecessary publication of personal information, or request removal of information that is no longer necessary for the stated public-interest purpose.

Privacy complaints can also be raised with the UK Information Commissioner’s Office.

Scope

Organisation-focused, evidence-led publishing.

The site may name public bodies, developers, housing consortiums, landowners or management companies where they are relevant to a case. The site should not publish unnecessary personal data about individual staff members, residents, drivers, pedestrians, children or visitors.

Case pages should use careful wording such as “the resident reports”, “NCC stated”, “Taylor Wimpey informed the resident” or “a response is awaited”.

Information received

What case material may include.

Evidence may include photographs, video stills, email extracts, letters, complaint responses, highway adoption material, incident logs, maps, plan extracts and resident chronology notes.

Original material should be stored privately. Public copies should be redacted before publication.

The full residential address and precise plot-level information will not normally be published unless it is essential to understanding a material document and publication is proportionate to the public-interest purpose.

Redaction checklist

Remove unnecessary identifiers before publication.

These checks apply before publishing emails, documents, screenshots, photographs, video stills or downloadable files.

People

Blur identifiable faces, voices and all identifiable children. Avoid naming junior officers or private individuals unless genuinely necessary.

Contact details

Remove direct email addresses, phone numbers, signatures, private addresses and unrelated personal information in email chains.

Vehicles and references

Blur vehicle registration marks and keep full police or complaint reference numbers in the private bundle unless publication is necessary.

Files

Check PDFs, images and documents for hidden metadata, comments, tracked changes and embedded personal details before upload.

Corrections

Material inaccuracies will be corrected.

Northumberland County Council, Taylor Wimpey, Persimmon Homes and any future organisation named on the site are invited to provide factual corrections, relevant documents or a formal response for publication.

Significant inaccuracies will be corrected promptly. Where appropriate, a correction or update may be published alongside the earlier record so that the chronology remains accurate and transparent.

Right to reply

Responses can be published fairly.

Material responses from named organisations will be presented fairly where relevant to the case record. Publication of a response does not mean the campaign accepts every statement made within it.

Privacy concerns and requests to remove unnecessary personal information will be considered separately from disagreement with a resident’s opinion or position.

Retention and private bundles

Keep the unedited archive separate from the public site.

Residents should keep original photos, videos, correspondence and logs privately so that evidence integrity is preserved. The public site should contain only redacted, relevant material needed to explain the case.

Private legal advice, communications genuinely made on a without prejudice basis, and unpublished settlement discussions are not placed on the public site.

Public-page safeguards

  1. Use locality-level location information unless exact location is necessary.
  2. Quote only relevant extracts from correspondence.
  3. Keep children and uninvolved private individuals out of the public record.
  4. Separate documented facts, attributed statements, resident reports and legal issues under review.
  5. Avoid stating illegality, motive, value loss or future injury as established fact unless independently determined.

Cookies and analytics

The current site does not intentionally use non-essential cookies.

The current site does not include analytics, advertising pixels, embedded video trackers or a public contact form. If analytics, embedded media or other tools are added later, this notice should be updated and consent controls should be added where required.

Current position

No tracking scripts are included. The privacy position is simpler while the site remains an evidence archive with no active submission form.

Before evidence goes live

Redact first. Publish only what is needed.

The campaign can be strong without exposing unnecessary personal information. Public accountability is best supported by clear summaries, relevant extracts and properly redacted proof.
